The gap

You’re being asked to deliver clinical outcomes with a team that wasn’t trained for clinical work.

Maybe you’re rolling out Enhanced Care Management and your staff is learning Medi-Cal billing for the first time. Maybe you’ve been trying to build your program through internal meetings and calls to insurance providers, but nobody on your team has the clinical background to know whether what you’re building actually meets state standards.

CalAIM is moving fast.
The gap between what you’re required to deliver and what your team is currently equipped to deliver is real — and it’s getting harder to close from the inside.

Designing, building, and implementing programs that improve outcomes for forensic populations while strengthening communication across attorneys, court systems, and other justice partners.

What Key provides

Areas of engagement

Clinical assessment of your organization.

Every engagement begins with a paid consultation that includes a clinical assessment of your current programs, staff capacity, and processes — so you walk away with actionable insight whether or not we continue working together.

Behavioral health program development.

Full program design and implementation for organizations providing substance use and/or mental health treatment — including clinical model development, staffing, training, policy writing, and process design. Key works directly with Mental Health Diversion Courts and the organizations that serve them.

Staff training.

Clinical training tailored to your population and your team’s gaps — giving your staff the knowledge they need to do their jobs at a clinical standard, not just an administrative one.

ECM program design and implementation.

From initial CalAIM participation through full ECM rollout — building the clinical infrastructure, processes, and documentation systems your program needs to meet state standards and deliver real outcomes.

Clinical documentation review.

Reviewing your team’s documentation to ensure it meets Medi-Cal billing requirements and CalAIM compliance standards.

Process review.

Evaluating day-to-day staff operations to ensure they match CalAIM and state requirements, and identifying where the gaps are.

Cross-system communication.

Strengthening communication between your team, attorneys, court systems, and other justice partners so everyone is working from the same clinical picture.

The LCSW and the JD.

Why Key Bernard

Key holds both an LCSW and a JD. They understand the forensic population, the court systems involved, and the regulatory landscape your agency is operating in. The law degree means Key can read your contracts with insurance providers and understand what’s happening in court — not just the clinical side.

Key is currently pursuing a Doctorate of Social Work at the University of Kentucky.
